At first glance, farming might not seem the most technically advanced profession: the image of the farmer toiling on the land remains the most persistent, and for many people, farm technology begins and ends with a tractor. But the reality is far from this, and the agri-food sector is just like any other profession in seeking to take advantage of the benefits that modern technology can bring. Tracing food products through an app, a cloud application to make precision farming easier or a digital farming advisor for efficient production – these are just a few of the exciting developments in the field (pun intended) of agriculture highlighted at the Agri Innovation Summit 2017 in Portugal on 11-12 October, innovative start-ups created with support from the EU via funding from its common agricultural policy and Horizon 2020 research programme.

Migration has always existed. It has been a means to reunite with family, to find better jobs, to have a new experience or to start a better life. In 2015, the number of people migrating was up to 1 out of every 7 people in the world. When it is a choice, migration can be a good way to spread new knowledge, skills or labour that can help boost economic growth in different regions of a country or in a new country altogether. The point is that migration should be a choice. Yet, migration also happens when people feel like their only option for survival or for a better life is to leave their homes. FAO is working to give people choices and to address some of these root causes of migration, such as hunger, poverty, and the impacts of climate change. Together with FAO’s assistance to people displaced by conflict and to the communities that host them, these actions support families and their livelihoods so that they can make their own decisions about leaving home. To better understand the issues surrounding migration, check out FAO’s latest activity book on this year’s World Food Day theme: Change the future of migration. Invest in food security and rural development.

Countries should continue shifting farm policy away from direct support for the market price of agricultural products toward programmes that promote sustainable productivity growth and improve resilience to climate change and market-related shocks, according to a new report from the OECD. Agricultural Policy Monitoring and Evaluation (link is external) finds that the 52 countries studied – representing all OECD and EU countries, and 11 key emerging economies – provided on average USD 519 billion (EUR 442 billion) annually to support agricultural producers during the 2014-16 period. Sixty percent of this support is provided by maintaining prices on domestic markets higher than those on international markets. Government farm supports as a whole represented 16% of producer receipts in the countries studied, compared with 21% twenty years ago. The reductions in support levels reported in some OECD countries contrast with increased support levels in some emerging economies.

Rising demand for agricultural products and the need to protect the environment are putting increasing pressure on policy-makers and farmers to produce more with less. Precision farming has the potential to meet these challenges.

Concerns continue to rise about the sustainability of food production methods and distribution, and the need to provide healthy nutrition for all. While climate and socio-economic change are important medium-term drivers of food systems, farmers, the food chain and the policy community are having to cope with shocks including extreme weather events, fluctuations in prices and impacts of conflict and political change. Improvements in scientific understanding, technologies and methods of knowledge exchange are helping to guide how current food systems can be re-engineered to become more resilient and sustainable: opportunities that can only be grasped through an interdisciplinary approach, bringing together the best minds of academia, industry and policy.

Commissioner Hogan's initiative responds to the difficulties that a number of Member States/regions are currently experiencing difficulties in completing their payments before the 30 June deadline. This derogation, which can only be applied at Member State level, means that payments can continue to be made after 30 June without the application of any reductions for late payments on the Member State.

Indeed, as this 2-day visit draws to a close, I have a much clearer picture of certain things. Your love of food, for one. But I also take with me the feeling that there is enormous potential here - especially in rurala area. Before becoming Commissioner, I was the elected representative for a rural constituency in the south of Ireland for 32 years. When I was fisrt elected we had severe problems with economic growth and the net migration away from our region - especially among young people. Over the years, however, we have been able to avail of a wide range of national and EU funding in order to address these problems. We have benefited from Regional Policy funding to address infra-structure issue. Being a rural constituency with a large amount of farm activity, we also benefited from the additional support provided by the Common Agricultural Policy.
